Chapter 1 General Provisions
Article 1These Regulations are formulated in accordance with the Constitution of the CPC and relevant intra party laws and regulations in order to adhere to and strengthen the Party's overall leadership, carry forward the glorious tradition of "the Party branch is built on the company", implement the requirements of the Party to manage the Party and govern the Party strictly in an all-round way, comprehensively improve the organizational strength of the Party branch, strengthen its political function, give full play to the role of the Party branch as a fighting fortress, and consolidate the organizational foundation of the Party's long-term governance
Article 2The Party branch is the fundamental organization of the Party, the basic unit for the Party to carry out its work, the fighting fortress of the Party in grassroots social organizations, and the foundation of all the Party's work and combat effectiveness. It is responsible for directly educating Party members, managing Party members, supervising Party members and organizing the masses, propagating the masses, uniting the masses, and serving the masses.
Article 3The work of the Party branch must follow the following principles:
(1) Adhere to taking Marxism - Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Important Thought of Three Represents, the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, abide by the Party Constitution, strengthen ideological and theoretical arming, firm up the ideals and beliefs, stay true to the original aspiration and keep the mission firmly in mind, and always maintain the progressiveness and purity.
(2) Persist in prioritizing the political construction of the Party, firmly establish the "Four Consciousnesses", strengthen the "Four Confidences", achieve the "Four Obediences", take a clear political stance, resolutely uphold the core position of General Secretary Xi Jinping as the Party Central Committee and the entire Party, and resolutely safeguard the authority and centralized and unified leadership of the Party Central Committee.
(3) Adhere to the Party's purpose and the mass line, organize and lead Party members and the masses to listen to the Party's words and follow the Party, and become the backbone of Party members and the masses.
(4) Adhere to democratic centralism, promote intra party democracy, respect the dominant position of party members, strictly enforce party discipline, improve the ability to solve one's own problems, and enhance vitality.
(5) Adhere to centering around the center and serving the overall situation, fully exert initiative, creativity, and ensure the implementation of the Party's line, principles, policies, and decision-making arrangements.
Chapter 2 Organizational Setting
Article 4The establishment of party branches is generally based on units and regions, with separate formation as the main method. Enterprises, rural areas, government agencies, schools, research institutes, communities, social organizations, People's Liberation Army and People's Armed Police Force companies (middle) teams, and other grassroots units with three or more formal party members should establish party branches.
The number of party members in a party branch generally does not exceed 50.
Article 5Innovate the form of setting up party branches based on actual conditions, so as to fully cover the organization and work of the party.
Large scale and cross regional farmer professional cooperative organizations, professional markets, commercial districts, commercial buildings, etc. that meet the conditions shall establish party branches.
Units with less than three formal party members shall establish a joint party branch based on the principles of neighboring regions, similar industries, appropriate scale, and ease of management. The joint party branch generally covers no more than 5 units.
Projects, work projects, etc. that last for more than 6 months and meet the conditions shall establish a party branch.
There are many mobile party members, and their workplaces or residences are relatively fixed and concentrated. The mobile party members' party branches should be established by the party organizations in the areas where they flow out or into the local party organizations, relying on parks, chambers of commerce, industry associations, and offices in other places.
Article 6The establishment of a party branch is generally applied for by grassroots units, and the grassroots party committee of the township (street) or unit where it is located holds a meeting to study and decide, and the approval time generally does not exceed one month.
After the approval of the grassroots party committee, the grassroots unit shall convene a party member congress to elect the party branch committee or the party branch secretary and deputy secretary who do not have a committee. The approval and election results shall be reported by the grassroots party committee to the higher-level party committee organization department for filing.
According to work needs, the higher-level party committee can directly make the decision to establish a party branch in grassroots units.
Article 7For party branches that no longer meet the conditions for establishment due to changes in the number of party members, units, regions, etc., the higher-level party organization shall promptly adjust or revoke them.
The adjustment and revocation of party branches are generally approved by the grassroots party committee of the township (street) or unit where the party branch is located, or can be directly decided by the grassroots party committee of the township (street) or unit and reported to the higher-level party committee organization department for filing.
Article 8A temporary party branch can be established with the approval of the higher-level party organization if the organizational relationship of party members is not transferred for the purpose of carrying out a certain task.
The temporary party branch mainly organizes party members to carry out political learning, educate, manage, and supervise party members, and educates and trains active party members. Generally, it does not develop party members, punish or dispose of party members, does not collect party dues, does not elect representatives to the party congress, and does not conduct elections.
The temporary party branch secretary, deputy secretary, and members shall be designated by the party organization that approved their establishment.
After the temporary organization is dissolved, the temporary party branch is naturally dissolved.
Chapter 3 Basic Tasks
Article 9The basic tasks of the Party branch are:
(1) Promote and implement the Party's theories, line, principles, and policies, publicize and execute the resolutions of the Party Central Committee, higher-level Party organizations, and our own Party branch. Discuss and decide or participate in the decision-making of important matters in the local area, department, and unit, fully leverage the exemplary role of Party members, unite and organize the masses, and strive to complete the tasks undertaken by the local area, department, and unit.
(2) Organize Party members to earnestly study Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Represents", the Scientific Outlook on Development, and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; promote the normalization and institutionalization of the "Two Studies and One Action" study and education; study the Party's line, principles, policies and resolutions; study the basic knowledge of the Party; and study scientific, cultural, legal and professional knowledge. Do a good job in ideological and political work and ideological work.
(3) To educate, manage, supervise and serve party members, highlight political education, improve the quality of party members, strengthen their ideals and beliefs, enhance their party spirit, strictly regulate the organizational life of the party, carry out criticism and self-criticism, maintain and enforce party discipline, supervise party members to fulfill their obligations effectively, and safeguard the rights of party members from infringement. Strengthen and improve the management of mobile party members. Caring for and assisting Party members and veteran Party members facing financial difficulties. Carry out the collection, use, and management of party dues. Safely dispose of unqualified party members in accordance with regulations.
(4) Closely connect with the masses, promote the Party's policies to the masses, regularly understand the criticism and opinions of the masses on Party members and Party work, understand the demands of the masses, safeguard the legitimate rights and interests of the masses, do a good job in ideological and political work for the masses, and gather the wisdom and strength of the masses. Lead local, departmental, and unit trade unions, youth leagues, women's organizations, and other mass organizations, and support them to independently and responsibly carry out their work in accordance with their respective constitutions.
(5) Educate and cultivate active members who demand to join the Party, regularly develop Party members, prioritize political standards, strictly follow procedures and discipline, and develop Party members with pure political qualities. Discover, cultivate, and recommend outstanding talents among party members and the masses.
(6) Supervise Party members, cadres, and any other staff to strictly abide by national laws and regulations, financial and economic regulations, and personnel systems, and not to encroach on the interests of the state, collectives, and the masses.
(7) Seek truth from facts and provide opinions and suggestions on the construction and work of the Party, and promptly report important situations to higher-level Party organizations. Educate party members and the masses to consciously resist negative tendencies and resolutely fight against various violations of discipline and law.
(8) According to regulations, report the work of the Party to Party members and the masses, and publicly disclose relevant Party affairs.
Article 10Party branches in different fields, combined with reality, undertake their own key tasks:
(1) The village party branch comprehensively leads various organizations and work under the jurisdiction of the village, carries out work around the implementation of the rural revitalization strategy, organizes and leads farmers to develop collective economy, takes the path of common prosperity, leads village level governance, and builds a harmonious and beautiful countryside. The Party branch of poverty-stricken villages should mobilize and lead the masses to fully win the battle against poverty.
(2) The community party branch comprehensively leads various organizations and work under the jurisdiction of the community, focuses on consolidating the party's governance foundation in the city and improving the well-being of the masses, leads grassroots social governance, organizes and integrates resources in the jurisdiction, serves the community, maintains harmony and stability, and builds a beautiful home.
(3) Party branches in state-owned and collective enterprises ensure the supervision of the implementation of Party and state policies, carry out work around enterprise production and operation, participate in decision-making on major issues in accordance with regulations, serve reform and development, unite employees, build corporate culture, and create first-class performance.
(4) Party branches in universities ensure the implementation of the Party's educational policies, consolidate the guiding position of Marxism in the ideological field of universities, strengthen ideological and political guidance, build a solid foundation of students' ideals and beliefs, implement the fundamental task of cultivating morality and talents, and ensure the completion of various tasks in teaching, research and management.
(5) The party branches in non-public economic organizations guide and supervise enterprises to strictly abide by national laws and regulations, unite and unite employees, safeguard the legitimate rights and interests of all parties in accordance with the law, build advanced corporate culture, and promote the healthy development of enterprises.
(6) The party branch in social organizations guides and supervises social organizations to practice in accordance with the law and with integrity, educates and guides employees and the masses to enhance political identity, guides and supports social organizations to participate in social governance in an orderly manner, provide public services, and assume social responsibilities.
(7) Party branches in public institutions ensure the correct direction of supervision, reform, and development, participate in important decision-making, serve talent growth, and promote the development of the cause. The party branch that plays a leading role in public institutions discusses and makes decisions on major issues.
(8) Party branches at all levels of party and state organs shall carry out work around service centers and team building, play a role in educating, managing, and supervising party members, and assist administrative leaders in completing tasks and improving work.
(9) The mobile party member party branch organizes mobile party members to conduct political learning, live a good organizational life, conduct democratic evaluations, guide party members to fulfill their party member obligations, exercise their party member rights, and fully play their role. For the democratic evaluation of mobile party members whose organizational relationships are not within the party branch, the party branch where their organizational relationships are located should be notified.
(10) The Party branch of retired cadres and employees shall promote and implement the Party's line, principles, and policies, organize participation in learning based on the actual situation of Party members, carry out Party organizational life, listen to opinions and suggestions, and guide them to play their role in combination with their own actual situation.
Chapter 4 Working Mechanism
Article 11The Party branch general meeting is the decision-making body of the Party branch, attended by all Party members, and generally held once every quarter.
The powers of the Party branch general meeting are to listen to and review the work reports of the Party branch committee; Carry out party branch elections in accordance with regulations, recommend candidate representatives to attend the higher-level party congress, and elect representatives to attend the higher-level party congress; Discuss and vote on the acceptance of probationary party members and their conversion to full membership, extension of probationary period, or cancellation of probationary party member qualifications; Discuss and decide on the commendation, organization, and disciplinary actions for party members; Decide on other important matters.
Important matters in villages and communities, as well as matters closely related to the interests of the masses, must be discussed at the Party branch's general meeting.
Before submitting the agenda for the Party branch general meeting for voting, it should be thoroughly discussed. Voting can only be conducted if more than half of the party members with voting rights are present, and if the number of affirmative votes exceeds half of the party members with voting rights who should be present, it is considered passed.
Article 12The Party branch committee is the leading body for the daily work of the Party branch.
The Party branch committee meeting is generally held once a month and can be convened at any time as needed to discuss and make decisions on important work of the Party branch. The meeting of the Party branch committee must have more than half of the members present before it can proceed. Important matters should generally be discussed at a meeting of the Party branch committee before being submitted to the Party member congress for decision.
Article 13A party branch with a large number of party members or dispersed work and residence areas should be divided into several party groups and set up party group leaders in accordance with the principle of facilitating organizational activities. The leader of the party group is designated by the party branch or recommended by members of the party group.
The party group mainly implements the work requirements of the party branch and completes the tasks arranged by the party branch.
The party group meeting is generally held once a month, organizing party members to participate in political learning, heart to heart talks, criticism, and self-criticism.
Article 14The Party branch general meeting and Party branch committee meeting shall be convened and presided over by the Party branch secretary. If the secretary is unable to attend the meeting, he may entrust the deputy secretary or a committee member to convene and preside over it. The party group meeting shall be convened and chaired by the party group leader.
Chapter 5 Organizational Life
Article 15Party branches should strictly implement the Party's organizational life system, regularly, seriously, and conscientiously carry out criticism and self-criticism, and enhance the political, contemporary, principled, and combative nature of the Party's political life.
Party members and leading cadres should take the lead in participating in the organizational activities of their respective party branches or groups.
Article 16The Party branch shall organize Party members to attend Party member meetings, Party group meetings, and Party classes on schedule, and regularly convene Party branch committee meetings.
The "Three Meetings and One Lesson" should highlight political learning and education, as well as the exercise of party spirit. The main content should be "Two Studies and One Action", combined with the ideological and practical work of party members, to determine the theme and specific methods, and achieve diverse forms and solemn atmosphere.
Party classes should be targeted at the ideological and practical work of Party members, respond to issues of common concern, pay attention to people talking about their own affairs, and enhance their attractiveness and infectiousness. Party members and leading cadres should regularly give Party lectures to grassroots Party members, and Party committee (Party group) secretaries should give Party lectures at least once a year.
The party branch holds a relatively fixed theme party day every month, organizing party members to concentrate on learning, live organizational life, engage in democratic discussions, and volunteer services. Before the theme party day is held, the party branch should carefully study and determine the theme and content; After implementation, efforts should be made to organize and implement the agreed upon matters.
For party members who do not need to transfer organizational relationships with the consent of the party organization, their unit's party organization may include them in a party branch or group and participate in organizational life.
Article 17The Party branch shall hold at least one organizational life meeting every year, usually scheduled in the fourth quarter, and can also be held at any time according to work needs. Organizational life meetings are generally held in the form of party branch member meetings, party branch committee meetings, or party group meetings.
Organizational life meetings should determine the theme, study carefully before the meeting, have heart to heart talks, and listen to opinions; At the meeting, identify problems, conduct criticism and self-criticism, and clarify the direction of rectification; After the meeting, corrective measures will be formulated and implemented one by one.
Article 18The party branch generally conducts a democratic evaluation of party members once a year, organizing party members to compare with the standards of qualified party members, compare with the oath of joining the party, and conduct party spirit analysis based on personal circumstances.
The party branch holds a party member meeting and organizes party members to conduct evaluations according to the procedures of individual self-evaluation, mutual evaluation among party members, and democratic assessment. For party branches with a large number of party members, individual self-evaluation and peer evaluation among party members can be conducted within the scope of the party group. The Party branch committee meeting or Party member assembly shall propose evaluation opinions based on the evaluation results and the daily performance of Party members.
Democratic evaluation of party members can be conducted in conjunction with organizational life meetings.
Article 19The party branch should regularly conduct heart to heart talks. Between party branch members, between party branch members and party members, and between party members, heart to heart talks are generally not less than once a year. Heart to heart conversations should be frank, exchange ideas, exchange opinions, and help improve.
The party branch should pay attention to analyzing the ideological and psychological status of party members. The party branch secretary shall assist in providing psychological counseling for party members who have experienced significant changes or difficulties in their families, as well as prominent issues with their physical and mental health; The party branch secretary should carry out targeted ideological and political work for party members who have been disciplined or have adverse reactions.
Chapter 6: Construction of Party Branch Committees
Article 20A party branch with more than 7 formal party members shall establish a party branch committee. The Party branch committee is composed of 3 to 5 members, generally not exceeding 7 members.
The Party branch committee shall have a secretary, organizational committee members, propaganda committee members, disciplinary inspection committee members, etc., and may have one deputy secretary if necessary.
A party branch with less than 7 formal party members shall have 1 secretary and, if necessary, 1 deputy secretary.
Article 21The term of office for village and community party branch committees is 5 years, while the term of office for other grassroots unit party branch committees is generally 3 years.
The Party branch committee is elected by the Party branch general meeting, and the Party branch secretary and deputy secretary are generally elected by the Party branch committee meeting. The Party branch secretary and deputy secretary without a committee are elected by the Party branch general meeting. The elected party branch members shall be reported to the higher-level party organization for filing; The Party branch secretary and deputy secretary shall report to the higher-level Party organization for approval. If there is a vacancy in the Party branch secretary, deputy secretary, or committee member, a by election should be held in a timely manner. When necessary, higher-level party organizations may appoint party branch secretaries or deputy secretaries.
Establish a sound mechanism for reminding and supervising the regular replacement of party branches. According to the affiliation of the party organization and the management authority of cadres, the higher-level party organization generally reminds the party branch whose term of office expires to prepare for the election by sending a letter or phone notification 6 months in advance. For those who need to extend or advance their term of office, they should be carefully reviewed and strictly monitored, and the extension or advance period should generally not exceed one year.
Article 22The Party branch secretary presides over the overall work of the Party branch, supervises other members of the Party branch to fulfill their duties and play their roles, focuses on the self construction of the Party branch committee, and reports their work to the Party branch committee, the Party members' congress, and higher-level Party organizations.
The deputy secretary of the party branch assists the party branch secretary in carrying out work. Other members of the party branch carry out their work according to their respective responsibilities.
Article 23Party branch secretaries should possess good political qualities, love the work of the Party, have a certain level of policy theory, organizational coordination ability, and mass work ability, dare to take on responsibilities, be willing to contribute, lead and play a pioneering and exemplary role, have high prestige among Party members and the masses, and generally have more than one year of Party membership.
Article 24Superior party organizations should combine the actual situation in different fields, highlight political standards, and select outstanding party members who meet the conditions as party branch secretaries through various methods in accordance with organizational procedures.
Villages and communities should pay attention to selecting party branch secretaries from groups such as villagers with strong wealth and ability, demobilized veterans, business and migrant workers, rural teachers, rural doctors, social workers, college student village officials, retired cadres and workers. For those who do not have suitable candidates, higher-level party organizations can select party branch secretaries across regions or from government agencies, enterprises, and institutions. According to work needs, superior party organizations can select outstanding cadres to serve as the first secretary of the party branch in villages and communities, guide and assist party branch secretaries in carrying out their work, mainly responsible for building strong party branches, promoting central work, serving the people, and improving governance levels. Village and community party branch secretaries who meet the conditions can serve as the chairman of village committees and residents' committees through legal procedures.
The party branch secretary of government agencies, state-owned enterprises, and public institutions is generally held by the main person in charge of the department or unit, or may be held by other responsible persons of the department or unit. According to work needs, higher-level party organizations may select party members and cadres to serve as full-time party branch secretaries.
Non public economic organizations and social organizations generally select party branch secretaries from their management, and should pay attention to selecting party branch secretaries from business backbones. If there is no suitable candidate, the party branch secretary can be selected by the higher-level party organization.
Strengthen the construction of the reserve team of party branch secretaries, pay attention to discovering outstanding party members as reserve talents for party branch secretaries, and establish a reserve talent pool for party branch secretaries in villages, communities, and other fields.
Article 25Superior party organizations should regularly provide training to party branch secretaries, deputy secretaries, and other committee members.
The training of party branch secretaries should be included in the education and training plan for party members and cadres, and new party branch secretaries should receive on-the-job training. The Central Organization Department organizes demonstration training for Party branch secretaries, while localities, industries, and systems generally carry out rotation training for all Party branch secretaries based on their affiliation with the Party organization, in a hierarchical and classified manner. The party branch secretary shall participate in at least one centralized rotation training organized by party organizations at or above the county level every year. Pay attention to overall arrangements, prevent frequent participation in training, and ensure that the party branch secretary does a good job in daily work.
The training of Party branch secretaries, deputy secretaries, and other members should highlight the Party's basic theories, policies, knowledge, and requirements for Party work, the Party's fine traditions and style, Party rules and discipline, and other related content. Emphasize the role of excellent party branch secretaries in passing on knowledge and guidance.
Article 26Pay attention to selecting township and street leaders from outstanding village and community party branch secretaries, and recruit civil servants and personnel from public institutions.
Cultivate and establish advanced models of Party branch secretaries, and commend and commend outstanding Party branch secretaries.
Article 27Members of the Party branch committee should consciously accept supervision from higher-level Party organizations, Party members, and the masses, and strengthen mutual supervision.
The party branch secretary shall report on his/her work to the higher-level party organization and the party branch party members' congress every year, accept evaluation and assessment, and the assessment results shall be an important basis for the selection and use of outstanding candidates.
Article 28Establish a mechanism for continuous rectification of weak and lax party branches. For those who are not suitable to serve as party branch secretaries, deputy secretaries, and committee members, the higher-level party organization should make timely adjustments. For issues such as election campaigning, bribery, interference and infiltration by clan, religion, and black and evil forces in the election, higher-level party organizations should promptly and seriously deal with them.
Chapter 7 Leadership and Guarantee
Article 29Party committees (party groups) at all levels should regard the construction of party branches as the most important basic construction, regularly study and discuss, strengthen leadership guidance, and effectively fulfill their main responsibilities. The county-level party committee shall conduct at least one special study on the construction of party branches every year.
Party secretaries at all levels should take the lead in establishing contact points for party branch work, conduct in-depth investigations and research at the grassroots level, identify and solve problems, and summarize and promote experience.
Article 30The organizational department of the Party committee should regularly analyze and judge the construction of Party branches, strengthen classified guidance and supervision inspections, expand the increment of advanced Party branches, improve the level of intermediate Party branches, and rectify backward Party branches. Strengthen the standardization and normalization construction of party branches. Grassroots party committees should generally be equipped with full-time and part-time organizers to strengthen specific guidance for the construction of party branches.
Party committees and organizational departments at all levels should pay attention to understanding and mastering the daily performance of party members and cadres through party branches. Cadre inspections should listen to the opinions of the party branch where the inspection object is located.
The village and community party branch secretaries are included in the county-level party committee organization department's filing management.
Article 31The work of village and community party branches is included in the inspection and supervision work of county-level party committees.
Article 32The construction of party branches should be included in the important content of the performance evaluation and assessment of grassroots party building work by party secretaries at all levels, as an important basis for evaluating their fulfillment of political responsibilities in managing and governing the party. For those who fail to effectively promote the construction of party branches and fail to implement various tasks, the higher-level party committee and its organizational departments should conduct interviews. Those who have serious problems in the construction of party branches and receive strong feedback from party members and the masses should be held accountable in accordance with regulations.
Article 33Party organizations at all levels should provide necessary conditions and funding support for the work of party branches. Enhance the operational funding guarantee capability of village and community party branches, implement remuneration and benefits for village and community party branch secretaries, and establish a normal growth mechanism based on the local economic development level. Provide financial support for the work of party branches of non-public economic and social organizations. Strengthen the construction of activity venues for grassroots party organizations in villages, communities, and parks, actively utilize modern technology and information technology, and fully leverage the comprehensive functions of office meetings, party activities, and providing convenient services.
The party fees managed by party committees at or above the county level should be allocated to party branches annually in a certain proportion, with a focus on supporting party activities in poverty-stricken village party branches, party branches of difficult state-owned enterprises, party branches of non-public economic and social organizations, party branches of mobile party members, and party branches of retired cadres and workers.
Chapter 8 Supplementary Provisions
Article 34The grassroots committee and general branch committee of the village and community party shall implement this regulation.
Article 35The Central Military Commission may formulate relevant regulations in accordance with this Regulation.
Article 36This regulation is interpreted by the Central Organization Department.
Article 37This regulation shall come into effect on October 28, 2018. If other regulations related to party branches are inconsistent with this regulation, this regulation shall prevail.
